Gaius "Caligula"

Nephew and "pet viper" of Tiberius, Gaius, known today as Caligula, became emperor after Tiberius' death. Mentally unstable, his reign is marked by such notable achievements and having his favorite horse named to the Senate, commanding his troops to pick up seashells as spoils of war, and having himself declared a god. It is a wonder that he survived all of 4 years in office before getting assassinated.
